Personally, I think that there should be a POTY for EACH calculator model. I'm pretty sure that many of us will only vote for programs that run on our own calculators, because we will be unable to test programs for other calculators to accurately determine the *best* program for that category (remember, we are forbidden to distribute ROM versions in order to test programs on VTI as well). From this scenario, people will either guess, or will not vote at all for that particular category. This will lead to inaccurate data caused by the guessers, or will lead to an overwhelming number of votes for a TI-83(+) program, simply because it is the most common calculator used by students today. If there was a POTY award for each calculator model, or if the winner of a single POTY award was tallied not by number of votes, but by greatest percentage of votes per category, then the winner would be determined with the greatest accuracy.

I like Phantom Star, because it borught me popularity in school, however short lived that popularity was.
