In MHO, I think this is a good survey idea. The survey's been up for about two weeks, so most of the people who would vote for 3 times a month or more have probably already voted. The rest of the votes will probably trickle in, and there probably won't be any dramatic increase. After awhile, the change gets to be so little that it doesn't really affect the accuracy much. Because of that, you can get a good idea of how often active voters visit this site pretty quickly.
Also, because any web vote is voluntary, it might not give you a good interpretation of the results you're looking for. In this case, you might be thinking about all visitors to this site. In reality, you're only getting responses from people that are members and choose to vote here.
One other thing, people that visit less often--say, two times a month--are probably much less likely to be members of this site. There might be exceptions, but if you think about casual visitors to this site that don't participate, you're probably going to miss a lot of people no matter how long a survey stays up.
