I can't imagine there'd be any significant technical reason why they couldn't release this new OS (or something like it) for the TI-83+SE.
It has the faster CPU, the spare RAM banks, etc. But they'd need a commercial incentive to release it, and that just doesn't exist. By now, surely any TI83+SE's out there are long outside their warranty period, so TI doesn't have any obligation to go out of their way to support them. And TI would rather you pay for a brand new calculator to get new features, than simply download new features for an old calculator for free.
The original TI-83+, as noted above, has technical limitations such as CPU speed and memory limitations, which might make supporting an OS like this one impractical.
