Are you sure about the price?
I had a look at the cynox home page (http://www.cynox.de/start.htm)

TI 89 incl. CD & TI GraphLink cable 319.90 DM
HP 48G /32kB + internal CYNOX RAM-Module up to 512kB,
incl. link-cable and CD 239,90 DM
HP 48G /32kB + internal CYNOX RAM-Module up to 1,2MB,
incl. link-cable and CD 289,90 DM

and at digitalis (http://www.digitalis.de/) I found:

TI 89 289.90 DM
HP48G + 512 KB 259,90 DM
HP48G + 1280 KB 299,90 DM

For more HP prices, have a look at http://www.hpcalc.org/buying.html

Therefore, a suited HP is not more expensive than a TI.
