New List Handler

During the recent peaks of activity on the ticalc.org mailinglists, mainly TI-Hardware, delays in the transmission of mails on the lists have been quite large. Therefore, we have now replaced sendmail on lists.ticalc.org with vmailer, which shows performance that is a lot better than sendmail.
