You could make that with a PIC16x84 microcontroller. The program would
be :
- two subroutines to send/receive bytes to/from the TI
- one for decoding the keyboard data.
Then you have to build a programmator for such a microcontroller. But PIC1x84 
programmators are very easy to build, and you can find them on the WEB.
