I am afraid that everybody is wrong in saying that there is no way to get a
rom image without a link.  Go here to get one:

On the left side of the screen, there is a section called ROM central.  Go
there.  On the right side is a menu.  Click on the "Download ROM image."  Then
follow the steps in the middle of the screen.  The things that make this not
illegal is that it gives you a program that will make sure you have a ti-86 by
the number it spits out.  Then, you get the ROM image according to that
number.  This is where I got my ROM.  It should work.
