Well, in truth, anything can be used as a shell -- it can run a game if you want!
But we did release Usgshell, Usgsimp, *and* explore.  All of which can run programs.

There is also CustCust (which I unfortunately didn't have time to include the documentation for), but which allows you to run things right from the start menu, and it takes up less space than any of the other shells.
