[A83] Re: 3.0 prerelease base vti83

That seemed to be the problem.  When i copied the rom image created by VTI 2.5, this prerelease came up without errors.  When VTI came up, the screen says:

T:-83plus
11!

and then brings up the debug window.

Here's a prelease base emulation/appload/debug build of 3.0  vti83.

A ways to go before it's fully debug oriented and stuff, but where I'm at
now.
