I get that same error when it loads the rom image.  I think that maybe the rom image is not there, so it cant load it.  I'll try to do a rom dump with an older version and let you know how it goes.

Here's a prelease base emulation/appload/debug build of 3.0  vti83.

A ways to go before it's fully debug oriented and stuff, but where I'm at
now.
