Absoultly.

There are off-the-shelf FM receiver chips that
could be used, and complete FM transceiver modules,
but the more complete the module is, the more
expensive it is.  Going from scratch using some
FM chips would be the cheapest, but also require
the most effort and skill from the designer.

The skill and effort part is the killer.  I'm sure
there are at least half a dozen current and former
members of this list who are capable of designing
such a beast, and most would probably be able to
assemble one from the plans, but the time investment
is substantial.
