Depends on the EL panel, most will handle 220 or so with
no problem, depends on the construction.  Customs models
from the manufacture I use run up to over 400VAC.

The lamp is just a capacitor with a pigment that is excited
by the electric field, the voltage it can withstand is
mostly determined by dielectric, and that varies depending
on the original design parameters for the lamp.
