Ok, I don't think I'm going out on a limb here when I say you're dead wrong.
First of all, the Celeron uses a 66MHz bus, whereas the PII uses a 100MHz
bus. Secondly, the NEW PII - the one with the 256K cache - runs at full
clock. The older one had 512K but it ran at half clock. I think the heat
issue is negligible with a decent fan.

A Celeron will match or beat a PII at the same clock speed even though it
has less cache. Due to the speed at which the cache runs at. A Celeron's
128K of cache runs at full clock, while the PII's 256K runs at half clock
speed. Another reason is heat, the plastic case of a PII causes increased
heat build up. The Celeron has no such case and as a result runs cooler.
