Well, propably because nobody wants to take the stress for responsibility of
changing them as it would have to be done part of the computers at a time
since you just can't take out the full 911 sys down at a time and that gives
you problems when all the computers would still have to be compatible with
each other and so on, and so on... Makes your head burst just thinking about
it, you don't want to imagine what it would be like to actually do it...
