My ISP does.  24.*.*.* is a valid Class A network.

I could request a static IP, but I'd rather not.  Then they have ready
access to my MAC address.

Ping me all you want.  I have a real internet IP.  not some firewalled
masqd IP.

I've enabled echo ping so it will work...

194.1.237.24.in-addr.arpa  PTR   86400   cable-194-1-237-24.anchorageak.net
