 Not neccesarily.

if you say just as cold, it would be the same temperature, so twice as
cold would make the above -4 degrees


4 to 0 is 4 degrees and the statement would refer to that day so it
would be a mirror imange on the negative side. so...
if 4 degrees yesterday, 0 degrees today, -4 degrees tommarrow
