UV=UltraViolet. The PICs come in two varieties: the OTP (one-time
programable) and the EPROM (electrically programmable read only memory). 
The OTP package looks just like any other DIP package, but the EPROM
package has a clear window in the top. The EPROM part, although initially
more expensive, is desireable because it can be erased and reused during
development. So you can save lots of money by erasing the one with buggy
firmware and rewriting it with a newer version. Oh, anyway, the EPROM part
can be erased by shining UV light at it. That's why it has a window in the
top of the package.

Even better than EPROM, though, is flash.. it can be erased in-circuit,
without need for a UV light source. And it is almost instant, whereas the
UV method can take anywhere from a few minutes to half an hour. But PICs
aren't available with flash (that I know of).. I think Atmel's AVR is the
only one with flash. But it doesn't run PIC code.
