Why horde an entire block if you don't need it?

When I set up a company with a dedicated ISDN connection the ISP gave us
only as many IPs as we needed (allocated 32 to begin with, for a total of 6
machines).  They were happy to give us more if we needed them, but until
then they held on to them.
