You dont download Windows 98.  Microsoft will send you a CD if you are a beta
tester, or you can buy a beta release (dont do it it sucks I wasted $40 on the
worst windows ever Windows 98 build 1650.)  Now you can wait till June 25 and
buy windows 98 or pirate or whatever.
