how do i extract one digit form a list on the 89(in BASIC of course)?

ex.-
{1,6,8,7,4,2,7,3,0}->L1
'extract'(L1,4)->e1

this would return a '7' to the variable e1
i'm using this to extract numbers from a rndomly generated list to control 
enemy movements on the screen. if you need a little more explaining then 
please tell me.
