On the TI-83+ you can garbage collect at any time which is very similar to a
defrag, but also... When you delete any Application off of your flash rom,
without prompt it does begin a REAL defragment of the chip.  It's the only
time when on the screen you will see a   "Defragmenting..."  I don't know of
any other way to prompt it, althought the Garbage Collect prompt is under the
2nd>Catalog function.
