They are available at ticalc.org.  I have successfully dumped both an
82, and an 83's rom, and gotten them both to work with the ti8xemu
emulator.

Look under Assembly Misc in the programs section of the 83.  Look in the
Assembly Misc section of Ash for the 82.  This is where you'll find the
dump program.  Also beware that the 82 rom dump program requires Ash 2.0
(not 3.0), so go into the 82/Assembly Shells/obsolete directory to get
Ash 2.0.

You will also need a hex editor to dump the 83's rom.  Also, if you
don't have a graphlink, but you do have a parallel link, you'll need to
get dumpxp from www.ticalc.org/pub/dos/link/
