bzzt, wrong answer, thanks for playing!
:P but seriously now...
by defination it is a computer (and would have been quite popular
in the early 80's due to it's "power" and popular cpu)
It has all the inner workings of a computer...
z80 cpu, ram, rom, a keyboard and a screen (plus a communications port if
you count the link port) all rolled up into the guise of a calculator.

True, it's not *made* for expandability but it can be... with some work.
besides, how many high school students do you know install or even build
their own desktop/laptop expansion cards? Some of the lesser technically
inclined people could send their calc to someone else to do the install
(besides, this would be way easier than the proposed ti-82 enhancement
project which you seem to have forgotten in your post)

btw, if you have a modem connection you can hook up to a shell account
(text-only based) for using internet on your calc. or you can use a bbs thru
it.
