Rom dumping

I just downloaded EMU83 and it says that I need a dump of my rom to use
it.  So I go to tiphiles and download the dumping program for DOS and
send the respective files to my 83.  The instructions in the readme
file say to run the DOS program then while it's working to run the
ROM83 program on my 83 and it will transfer the rom.  So why is it that
when I get to the step to run the ROM83 program, I get the message:
        ERR:SYNTAX
        1:Quit
        2:Goto
Could someone please write me and clue me in as to what I'm doing wrong?
