With current rules, the TI-89 is perfectly legal on the SATs. I checked it
out on the College Board site, which says that you can't have calcs that
have printing tape, a QWERTY keyboard, require a power outlet, etc., no
rules against the TI-89. Of course, they might change the rules after
seeing how awesome the TI-89 is...
In school, it all depends on your math department's rules, many schools
won't let you. My school district won't let me :(.
