Program to store pictures

I don't think that there is on, but I will ask just in case.  Has anyone
written a program that will store a picture as a program using a matrix
or a list?  I am interested in the 92 or 82,3 if so.  If not, and anyone
would want it, let me know.  I just think that it would make writing
programs easier if they could make pictures from a program.  This would
help people who type in programs, and don't have a graph link.  If amyone
has any suggestions on features to include, let me know!  Thanks.
