number of lights = 2(pi)(r)/ width of light.
You may end up using an infinite mumber of lights, but if their height is
0 then the sum of their heights is 0. That sounds like cheating to me,
and actually i think the question wants you to derive a formula relating
radius to minimized height and number of lights. Oh goody. Calculus all
over again... more on this later as soon as I solve it. Right now, I'm
thinking second derivative...
