I had a similar problem and solved it as follows:
I have a Pentium with two onboard serial ports and an internal modem.
My mouse uses COM1 (IRQ4).
My TI-Graph Link uses COM2 (IRQ9). Note: default is IRQ3.
My internal modem uses COM4 (IRQ3).

Another solution is to change the IRQ of your sound card and use COM3
(IRQ5) for your modem. It may also be possible to use COM4 (IRQ2) for the
modem.
