EXEpack was made for such large programs.
I'm currently working on a WabaVM, which is by now about 26K large, so the 24K
limit should not be the problem. Either there is another limit (32K?) or it
works for me by chance.

Another point is that the compiler and linker are not perfect. However,
misaligned instructions should cause errors.

You should make the source public to let more eyes look into it.
