I not sure, and have the same problem... I think there are some instructions 
on the tilp site (http://tilp.info) about installing a kernel module if you 
want a normal user to be able to use it without segfaulting... (I need to 
look into it myself, but su-ing and running tilp from a terminal window seems 
to work just fine for me...)
