How about a single "master" shell that wouldn't do much else but handle
these plug-ins and allow access to the system.  The features of a shell
like Doors could be compiled individually, and distributed as plugins to
this master shell.  People could use parts of several shells, all of one or
parts of one.  I would enjoy the extra memory that Doors provides without
having to deal with the rest of the shell.  A system like this could
support options like that.
