Nope- Windows/Windows 95/Windows NT=16-bit

I believe that 16-bit applications run much faster than 32-bit, but that's
usually because they don't have as many features. TI makes a single copy of
software that works on all platforms. It doesn't matter what the user
wants; it matters that it's less expensive.

No, Microsoft did NOT disable 16-bit support in Windows 98. Try
reinstalling the OS from a clean format.
