it's called after the first byte of the header of a silent like command
is recieved but before the three remaining bytes in the header are
recieved.  there is no way to tell what the command is at this point.
(unless you _really_ want to cheat)
this byte (should be $06?, the device id byte) is in a when the interrupt
is called and should be preserved unless you want to interfere with
silent linking in some way
z80 interrupts are disabled during this routine and you probly shouldn't
enable them.
if you take too much time here the transmitting device will probably time
out
silent link commands are recognized in the _getkey loop so that's where
this will be called from
you also need to set 4,(iy+$23) to enable it
rom page $d is not loaded
