The only mice this should happen for are PS/2 type (round or 6-DIN connectors on
the end), and it's a hardware thing, not software, so Linux wouldn't help.  You
should be able to unplug a serial mouse and plug it back in just fine, however. 
I think this has something to do with memory addresses (or something... I'm a
little sketchy on the 'why' of this).  Serial mice use COM ports, which have an
IRQ and an address range, while the PS/2 mice have just an IRQ.
