I revised the standard proposal, taking into account most of what we
talked about in the last couple days.  I left relative pointers in
many places.  This was my criterion: if the pointer is used while a
variable is in storage, it should be relative, but if the pointer is used
when a program is in _asm_exec_ram, it should be absolute.
