Yes, there is...it's called the VAT. Check out
http://www.ticalc.org/pub/text/ti-ram11.txt It has a list of RAM locations.
There's probably another file in that directory that contains the format of
the VAT. However, if you know the name of the variable, and are programming
for UsGard...it has nicely built variable access functions.
