These limitations are too severe. If you use variable references (that's
something you just can't avoid), you can also fix absolute jumps and
calls (again, simulating calls with relative jumps is simply not a good
idea, and you do need them in basically everything that isn't a "Hello
world").

What could this OS be used for? What kind of applications were you
thinking about?
