AppGuru is a collection of 24 tutorial geared at people wanting to start
programming applications. It is TI documentation and available on their
support page (I think)...anyway, one of the pages in the TI-83Plus SDK
section.

The SDK documentation isn't aimed at providing people with a "how to" guide
to programming the calculator...the darn thing would be twice as thick if it
did! Once you've got the basics down to pat, the SDK will become your best
friend (well, no it won't...but it'll be very helpful :).
