Yeah, use Bin2Var.  The people wrote devpac83 did something weird that only
lets it run in 16 bit dos mode, possibly a memory protection error that
crashes the NT dos machine.  And of course, they didn't release the
source...

That's why I wrote Bin2Var: so I could make 83/83+ stuff on Windows 2000.
