I disagree!
Something I just did on my TI-83+ with rom 1.10:

Archive prgmEXAMPLE
                   Done
[Program was archived]
UnArchive prgmEXAMPLE
                   Done
[Program was unarchived]

It might be impossible on certain rom's, but certainly NOT on the calc 
itself if you use the correct rom.
