The TalkTI SDK is from TI, and is redistributable. So yes, they'd have to
have it installed, but there's no particular reason why it couldn't be
redistributed with the program.
It seems that would target most users -- not users on this list probably,
but normal users who use Windows and have purchased the old gray link (or
the black link is becoming much more common now). Of the calculator owners
who even find ticalc.org in the first place, most of them probably still
feel more inclined to spend $20 for a link than make their own.
Many of TI's products use the TalkTI SDK, and you will not be able to use
the programs unless you are running Windows and have one of their two graph
links.

Wouldn't that require the user to have:
1. The TalkTi SDK installed (it is an SDK from Ti isn't it?)
2. The Ti Graphlink
(3. To run Windows...)
I don't think much people has reaches these specs...
