That's exactly why some people don't program them. It can sometimes be
annoying to have a bunch of non-ROM built-in functions in shells, since any
new shell trying to be compatible also needs to support those functions.
Kind of entrenches a shell (which isn't necessarily a bad thing in your
mind -- it probably correlates with your position on Microsoft). 83 at least
is not as bad as 89, with lots of separate libraries. Those can become quite
a mess, especially for people further down the distribution chain.
Thankfully, many of the new programs don't require libraries.
He also might be referring to writing an APP.

why dont use ION, shells are so much better for programming, they have all
the built-in functions. why wouldn't u program for a shell?
